do not know how the file.xml was get. Shortly I will start with my own case
study and I will use /genBSDF/ command and WINDOW 7.3 program to get the
files.xml.

questions, like "Where did you get your XML file and what is in it?"
Judging by the filename, it looks like it uses a non-standard (and
non-square) BTDF matrix, which probably won't work with dctimestep.
That would make sense with the error you are seeing, but it can be no
more than a guess without further clues from you.

On the other hand, I have other problem with file.xml because with other
VenetianBlind.xml file works:

The missing comma generated your error, but you'll get some other errors
if you don't pass kbin a normalized vector. Use:
-b "kbin(sqrt(.5),-sqrt(.5),0,0,0,1)"
instead.

What I am going to try does not come from the error message (because I
see the modifier there)... try putting the KBIN() between ""... that is
-b kbin(0.7,-0.7,0,0,0,1) --> -b 'kbin(0.7,-0.7,0,0,0,1)' -- or --> -b
"kbin(0.7,-0.7,0,0,0,1)"
Also, I see you are missing a comma there...
