The CVS doesn't feature anon access to a pserver (in fact there is no pserver). The nightly tar balls are pretty much up-to-date and there's the web interface to CVS. If you're into contributing, the easiest is to check with Greg Ward (also on this list).
Out of curiosity, what's your interest in Radiance (answer is optional) ?

Has this a reason, I mean downloading the full tar ball every time is
way more traffic than an anon cvs update.

Here the answer ( ignoring it is optional
I am looking at opensource programs/project that could be use to
simulate theater/TV lighting. This might not be that different from
architectural lighting (actually a lot of theater lighting firms also
provide architectural lighting equipment).
Of course "correct" rendering of lighting, so that it can be used by for
example a TV-camera man to see if he has enough light is just part of
it, but Radiance should be able to deal with that part.
