As modelling tool I use Arc+.
Does anybody in this list knows about this software, and to be more in
detail, does anybody knows how to read and/or translate its database
files?
I'm working on this import for Arc+ (for radiance as well as my own
tools ) at this moment, it is not that easy and I would appreciate some
help very much!

The easiest way to translate from arbitrary CAD programs
to Radiance is probably per DXF:

But you sound as if you want to go in the other direction as well?
If the makers of Arc+ don't provide documentation on their file
format, or an internal API, then that might get difficult.
