anim8or is a free modelling software that can import/export 3ds and obj files.
You can download it from here www.anim8or.com
. but I think (I am not sure) sometimes it mess up model's normals.
but give it a try.
It does not need any installation, it is just an executable file.

I often use 3dto3d

It can convert between several formats.
I think the source code is obfuscated in some strange way, but it
compiles well with gcc, after changing a little bit the Makefile.
For linux, you can download a binary rpm package

It is actually the commandline version of a windows program: 3DWin

By the way, why do you want to do this? Just because of keeping the
uv-coordinates? Usually 3ds -> mgf -> rad was not too bad.
